Bureaucrats
Bureaucrats have the ability to change or assign user rights to people, as well as block and unblock users, so these rights are generally used in addition to the administrators group. They have the ability to revoke and promote Rollbacks, Content Moderators, and Administrator rights and appoint new Bureaucrats. While they can't directly remove other users' bureaucratic status, they can delete their own bureaucratic status.

Administrators
Administrators (also known as admins or sysops) are trusted users who are generally chosen by the community and also have access to the following rights: block users from editing and other actions, grant and revoke rollbacks, map testers, and discussion moderator rights, edit skins and community formats, and edit whitelisted MediaWiki pages.

Content moderators
Content Moderators are users who have additional tools available to moderate certain sections of the community. These tools are: Edit and move fully protected pages, delete and undelete pages and files, edit and move protected files, protect and unprotect pages, and patrol pages.

Thread Moderators
Thread Moderators (also known as Discussion Moderators) are users who have additional tools available to manage conversations across tools across communities where users have discussions. These tools are: Removing and restoring threads and replies by any user, closing and reopening replies, manage discussions categories, and move posts from one category to another, deleting blog comments, Editing and deleting article comments, and moderating the discussions feature.
